Adds Step 0 'Ask Local vs Cloud' as the very first onboarding step, with a scripted question that spells out the hardware requirements for local (6 GB VRAM NVIDIA, ROCm AMD on Linux, or M1+ Mac with 16 GB unified) and routes Cloud users straight to Path A without a hardware check.
