81b903243e feat(desktop): bundle and display third-party licenses 
Generate JavaScript and Python dependency license inventories during desktop
builds, ship them with Electron and Nix packages, and surface them in Settings.

Use the locked Nix Python closure for Python license generation and preserve
reproducible timestamps through SOURCE_DATE_EPOCH.
