docs(gateway): mention Weixin in gateway help and docstrings

Salvage of #21063 — adds 'Weixin, and more' to module-level docstrings
in gateway/__init__.py, gateway/config.py, gateway/platforms/base.py
and the 'hermes gateway' subparser description.
