Subject: [PATCH] fix(learn): register learn in _BUILTIN_SUBCOMMANDS

The startup-plugin-gating test requires every live CLI subcommand to be in
_BUILTIN_SUBCOMMANDS so plugin discovery is skipped when the user targets a
builtin. Add 'learn'.
