fix(dashboard): clarify Kanban Ready vs assignment

Browse source 
Ready column help and fallbacks now describe dependency-ready work; show a
badge on unassigned ready cards and fix the stale unassigned tooltip. Align
localized Ready help strings with the new semantics.
